The answer
The Lord. Deuteronomy 34:5-6 says Moses died there at the Lord's command, then "He buried him in a valley in the land of Moab." The "he" is the Lord, the only one who has been speaking. The verse adds that "no one knows his burial place to this day."
Why it’s interesting
A grave nobody can find is a grave nobody can visit. That may be the point of the line: no shrine, no pilgrimage to Moses's tomb. Later writers made much of the mystery of his missing body.
