The answer
The people exiled to Babylon. Jeremiah 29:1 calls the chapter "the letter that the prophet Jeremiah sent from Jerusalem" to the elders, priests, prophets "and all the people" Nebuchadnezzar had taken into exile in Babylon.
Why it’s interesting
The letter argues with prophets among the exiles who promised the captivity would be brief. In it, the promise of verse 11 comes after "Babylon's seventy years are completed" (Jeremiah 29:10).
