The answer

In the Bible. It is Numbers 23:19, from one of Balaam's oracles. Yet Jonah 3:10 says that God changed his mind about Nineveh, so the Bible speaks both ways on this.

Why it’s interesting

First Samuel 15:29 says much the same: God will not change his mind. The same chapter also says the Lord was sorry he had made Saul king (1 Samuel 15:11; 1 Samuel 15:35).
