The answer
Disagree. In the Hebrew, chapter 4 is a dialogue in which God and Jonah are each given exactly the same number of words. God simply speaks last (Jonah 4:10-11).
Why it’s interesting
The worm that kills Jonah's bush has a history. Deuteronomy warns that if Israel breaks its covenant, its binding agreement with God, it will plant vineyards and not drink the wine, "for the worm shall eat them" (Deuteronomy 28:39).
